RUGBY INDIA  PREAMBLE

The All India & South Asia Rugby Tournament should be the Annual Premier Division I Tournament and should always be restricted to Club teams only. It should serve to showcase the best Indian clubs along with a few invited foreign clubs.

The Callaghan Cup should be the Annual National Division II Tournament and should also be restricted to Club teams only.

The above two tournaments should operate on a Promotion & Relegation basis.

Promotion: The 3 top-placed teams from the current years Callaghan Cup – All India Division II Tournament would be promoted to the next years All India & South Asia Rugby Tournament.

Relegation: The 3 bottom-placed teams in the current years All India & South Asia Rugby Tournament, would be relegated to participate in the next years Callaghan Cup – All India Division II Tournament.

The advantages for having the Promotion & Relegation system in place are as follows:

1. A clear link between the Division I & Division II Tournaments.

2.   Incentive for weaker sides to perform and enter Division I.

3.    Reduces financial & logistical burdens on teams having to travel twice.

4.   To allow the hosting of local leagues within each Zone as per convenience.

5.   Teams would know their commitment for the following years tournament immediately after the conclusion of the current years tournament.

Rules for governing the All India & South Asia Tournament (effective from 2007)

 

  1. The tournament would comprise a minimum of 12 teams & a maximum of 14 teams. It would ALWAYS feature 12 Indian teams. TWO slots would be kept open for participation of foreign teams.
  2. BG & CCFC, being patron members, will always be part of the tournament.
  3. The 12 Indian teams in the tournament would be as follows:
    1. The 2 Patron Members (BG & CCFC).
    2. The 7 top-placed teams from the previous years All India Tournament, not including the 2 Patron Members.
    3. The 3 top-placed teams from the previous years Callaghan Cup – All India Division II Tournament.

 

  1. The format of the draw for the tournament will remain the same every year, depending on the number of foreign teams participating:
    1. In the case of NO foreign team participation, the ‘12 team format’ will be applied and the composition would always be:

      2 Patron members + 7 top-placed teams + 3 promoted Div II teams.
    2. In the case of ONE foreign team participation, the ‘13 team format’ will be applied and the composition would always be:

      2 Patron members + 7 top-placed teams + 1 Foreign team + 3 promoted Div II teams.
    3. In the case of TWO foreign teams participation, the ‘14 team format’ will be applied and the composition would always be:

      2 Patron members + 7 top-placed teams + 2 Foreign teams + 3 promoted Div II teams.
  2. The rankings for ALL THE TEAMS participating in the tournament will be as follows:
    1. The 1st & 2nd Ranked teams in the tournament will ALWAYS be Indian teams.
    2. The 3 teams on promotion, from the previous years Callaghan Cup – All India Division II Tournament, would be ranked LAST.
    3. The ranking of the foreign teams will be as follows:

i.  In the case of a single team participating, it would ALWAYS be ranked Third.

ii.  In the case of 2 teams, of which one has participated in the previous years tournament and the other a fresh team, then the team that has participated in the earlier year would ALWAYS be ranked Third and the other Fourth.
 

iii.   In the case of 2 teams, of which both have participated in the previous years tournament, then the rankings of these teams would be as per the placing and/or points accumulated in that tournament, and they would ALWAYS be ranked Third & Fourth respectively.
 

iv. In the case of 2 teams, of which NONE have taken part in the previous years tournament, then the rankings of these teams would be decided as per the 'pick of the hat', and they would ALWAYS be ranked Third & Fourth respectively.

  1.  
    1. All the other 9 teams i.e. the 2 Patron members (BG & CCFC) & the 7 top-placed teams would be ranked as per their placings in the previous years All India Tournament.
    2. First and/or Second Round 'Bye' will ALWAYS be in favour of the 2 Indian teams ranked 1st & 2nd in the tournament.
    3. The Main Tournament will ALWAYS be conducted on a 'Knock-Out' basis.
    4. The losers of the first MATCH would go into the Loser's Plate Tournament.
    5. The Loser's Plate Tournament will also be conducted on a 'Knock-Out' basis.
    6. 4 points to be awarded for each win.
    7. 2 points will be awarded for a draw.
  2. 1 point will be awarded to the losing team, for a loss within 7 points or less of the team that wins.
  3. NO points to be awarded to the losing team for a loss of more than 7 points.
  4. 1 bonus point will be awarded to ANY team that scores 4 tries or more in a game.
  5. The 3 bottom-placed teams in the current tournament would be relegated to participate in the next years Callaghan Cup – All India Division II Tournament.
  6. If one or both patron members finish in the relegation zone (3 bottom-placed teams), the Indian team placed directly above them would be relegated to participate in the next years Callaghan Cup – All India Division II Tournament.
  7. If a foreign team(s) finishes in the relegation zone (3 bottom-placed teams), the Indian team placed directly above them would be relegated to participate in the next years Callaghan Cup – All India Division II Tournament.
  8. In the event, an Indian team (qualified to participate) cannot participate, the vacant slot would be allotted by a Wild Card Entry, which would be at the sole discretion of the IRFU Organising Committee. Any such entry would ALWAYS be ranked LAST.
